Judge Hannah Dugan Arrested for Alleged Obstruction During ICE Operation

Judge Hannah Dugan, a member of the Milwaukee County Circuit Court, was arrested on Friday by the FBI, facing federal charges for allegedly obstructing an immigration enforcement operation. This marks the first public indictment of a local official since Donald Trump’s return to the presidency, in a political climate already marked by controversy over the president’s economic and immigration policies.

According to FBI Director Kash Patel, Dugan allegedly facilitated the escape of an immigrant who was to be apprehended by ICE agents in her courtroom the previous week.

“We believe Judge Dugan intentionally misled federal agents regarding the whereabouts of the individual to be arrested in her courtroom, Eduardo Flores Ruiz, thereby enabling the subject — an undocumented immigrant — to evade capture,” Patel wrote in a post on social media platform X, which was deleted minutes later.

Patel further asserted that the alleged action increased risk to public safety:

“Our agents pursued the suspect on foot, and he has since been taken into custody, but the judge’s obstruction created a greater danger to the public.”

According to reports from the Milwaukee Journal Sentinel, the incident occurred during a pretrial hearing for Eduardo Flores Ruiz, a 30-year-old Mexican national facing misdemeanor assault charges. When immigration agents entered Dugan’s courtroom, she reportedly asked them to leave and consult with the chief circuit judge first, resulting in the suspect’s temporary escape.

Flores Ruiz was later apprehended following a brief foot chase outside the courthouse, after becoming aware of the federal agents’ presence.

Chief Circuit Judge Carl Ashley later confirmed that ICE officers held a valid warrant at the time of the incident. However, they were asked to wait until the ongoing hearing had concluded, a decision that has since drawn criticism and led to federal action against Judge Dugan.

Dugan is currently being held in federal custody pending her court appearance. She is formally charged with two counts: obstruction of justice and harboring a person sought by federal authorities. As of now, the associated legal documents have not been made public.
