AMLO begins peace talk forums in Ciudad Juárez, Chihuahua, a border state that neighbours Texas.

La Cartita --- While Enrique Peña Nieto traveled to Colombia to the inauguration of President Duque, Andres Manuel Lopez Obrador traveled to Chihuahua, a border state afflicted by an influx of American guns and drug consumers. Violence has plagued Ciudad Juárez due to the proximity of lucrative drug routes and a high concentration of competing factions vying for control over the market. Obrador arrived early this Tuesday morning and was received by the state governor, Javier Corral.

Today, August 7, 2018, AMLO, the initials of the president elect of Mexico, convened a series of peace talks to reduce violence in Mexico's most dangerous regions. Parents, family members and community supporters were invited. For instance, Norma Ledezma is attending. Her daughter was kidnapped in 2002 and murdered. As a result, she began an NGO called 'Justice for Our Daughters (Justicia Para Nuestras Hijas)'. Despite being impressed with AMLO's forum, she is cautious about hoping for justice.

Not Everyone Is Convinced; Outlook Bleak With Respect To Government



In the past week, 11 bodies have been recovered in Ciudad Juárez, showing signs of torture, and other forms of brutalization. This is the context in which the new president will hope to recover civility. Past administrations have either perpetuated violence through the Mexican military or coalesced with preferred drug traffickers. Violence has been a political tool - with specific ends - like cementing the rule of the far-right wing party, PAN after an unpopular presidential election result.

In the aftermath of the 2006 presidential election, the PAN sought to use the drug trafficking issue as a convenient excuse to deploy the military for increased civilian repression. In doing so, the PAN both created and purported to 'solve' the drug violence problem.




This is Norma Ledezma, the mother of a murdered and brutalized woman, speaking outside of the forum. For decades, family members of the disappeared have turned into activists. Many remain skeptical of the effectiveness of the state dialing down violence.
